The wakagashira* of Kuzuryu-kai. In charge of the control of the Eastern Sector of Seikyoku and its expansion.
Having pledged complete loyalty to the organization and defined by his strong sense of duty, he is trusted by his superiors and subordinates; however, it seems that the machinations of the gang itself have contributed to his quick rise up the ranks.
However, these circumstances have caused him to earn the resentment of some of the members.
Aragami Oga and Rikka are his childhood friends, and so they have complete trust in one another.

A member of Kuzuryu-kai. The right-hand officer of the wakagashira, Kageyama Shien.
Physically strong and highly capable, but sustained an injury to his eye in a past incident that occurred. It seems that because of that, he now hardly ever resorts to exercising his full force.
It’s Oga’s job to keep Rikka from acting out of line, and recently he has been entrusted by the Chairman to watch over his illegitimate son, Minase Rio.
Kageyama Shien and Rikka are his childhood friends, and so they have complete trust in one another.

A member of Kuzuryu-kai. An exceptionally skilled hitman.
It seems as if he lacks human emotions–he has no mercy for his enemies because he cares for naught but his closest friends. Furthermore, he occasionally will act recklessly as a result.
Kageyama Shien and Aragami Oga are his childhood friends, and so they have complete trust in one another.
It seems he only shows his feelings when with these two.

The Chairman of Kuzuryu-kai’s illegitimate son.
Under the Chairman’s orders, he has been put in the wakagashira Kageyama Shien’s care.
He seems to be desperate at the idea that if he defeats Kageyama Shien, he can take control of Seikyoku. He comes off as a sheltered, cheeky, and carefree brat, but he conducts himself in such a way that shows he is aware of how precarious his position is.
It appears that his relations with his family have frozen over; the Chairman sending him to Kageyama Shien seems to be related to this.
